Background
In 2020 the RTFO target is 10% of transport energy derived from renewable sources. The Transport Energy Taskforce identified areas of difficulty whilst also proposing use of high blend biodiesel, and greater use of renewable alternative fuels as a complementary measure, as the means to meet the target.
However, demand-side incentives, clear information and recognition of the role the fuels play in positive messaging for fleets are all lacking, particularly as it relates to the commercial vehicle (CV) sector. LowCVP proposes two complementary measures to address these issues: development of a Low Carbon Fuel Certification Scheme and a Renewable Fuels Guide aimed at CV fleets.
Low Carbon Fuel Certification Scheme
Initially, the scheme would focus on renewable liquid and gaseous fuels and subsequently may seek to expand to a wider range of energy vectors. A fuel supplier would be required to apply to LowCVP, submitting evidence demonstrating their WTT GHG emissions and supply chain sustainability, as well as proof the volume of fuel sold meets the criteria. Approved suppliers would receive a bespoke low carbon fuel certificate to be made available to vehicle operators selecting their fuel. The certificate could equally feature in company sustainability reports.
Renewable Fuels Guide
Production of a Renewable Fuels Guide for CV operators, similar to LowCVP’s LEV and LEB Guides. An event to promote the guide with a range of speakers including companies used in the case studies will be hosted. The guide will be disseminated via FORS, FTA, RHA, EST, TfL and local authority networks.
Objectives
- To provide vehicle operators with assurance that a renewable fuel is both low GHG and sustainable in its production
- To create a framework for a Low Carbon Fuel Certification Scheme covering GHG emissions and sustainability criteria, governance, certificate design, reporting and 3rd party verification
- To produce a Renewable Fuels Guide encompassing independent advice on the business and environmental case for a range of high blend biofuels on the market focused on CV operators
- To develop a set of fleet operator case studies demonstrating the benefits of using high blend biofuels fuels in CVs.
Project Management & Stakeholder Engagement
The projects will be undertaken in collaboration with FWG stakeholders including biodiesel, HVO, biomethane, bioLGP suppliers, UKPIA, REA, DfT and HDV manufacturers.
