Background & Challenge
In order to encourage the uptake of ultra-low emission trucks (ULETs), policy makers need robust emissions data on which to base regulations, incentive schemes and other policy mechanisms. With a very wide variety of truck types and configurations, a complete data-set on truck emissions is not yet available. LowCVP aims to secure funding from government to build on the LEFT data and establish a robust baseline of current truck GHG performance (and linkage to VECTO legislative data) on which to develop policy proposals
Objective
-
To support government and industry to fill truck emission data gaps not covered by previous test programmes (eg LEFT) across five HGV weight/type/usage segments
-
To enable the launch of a ULET incentive scheme in April 2021
(Note: links to ULEB & ULEV scheme criteria)
Actions & Outputs
-
Development of the scheme through a project steering group with DfT and member input
-
Initiate a testing programme, overseen by LowCVP with members providing support (e.g. in provision of vehicles for testing)
-
Produce robust data for baseline truck GHG emissions as a key building-block for policy development
-
Policy proposals for ULET support schemes
Timeline
Tests completed by Dec 2020. Scheme delivery by April 2021
