European new car CO2 emissions fell 3.3% in 2008; car maker performance analysed in new report

A new report by Transport and Environment (T&E), the Brussels-based NGO, says that average new car emissions fell by an average of 3.3% across Europe in 2008 but that the performance of different car makers in cutting CO2 emissions varied significantly. Korean car makers leap-frogged over competitors from Europe and Japan but, as expected, ACEA failed to meet the 2008 targets which had been voluntarily agreed by 10g/km or more. The targets for JAMA and KAMA are for 2009.

Met Office warns of four degrees rise in temperature if CO2 emissions rise continues unchecked

 

Scientists working at the UK Met Office on behalf of the Department for Energy and Climate Change (DECC) say that if world greenhouse gas emissions continue to rise without control, it is likely that global warming will exceed four degrees by the end of the century, or even earlier. Scientists say that a rise of four degrees could have catastrophic consequences including threatening the water supply to half the world's population and wiping out up to have of animal and plant species as well as causing widespread flooding of coastal and low lying areas.

Policy Developments

Commission delays plans to publish legislation to cut van CO2 emissions

The European Commission has postponed plans to publish draft legislation aimed at limiting CO2 reductions from vans. While the delay is only a few weeks - until early October - there are reports of internal disagreements about the legislative proposals.

Lower climate aim for aviation could mean higher target for other sectors

The Climate Change Committee (CCC) has told the Government that aviation emissions in rich countries should be capped at 2005 levels by 2050. In the UK, this would mean that emissions in other sectors would have to fall by 90% to meet the country's 80% reduction target for 2050, the objective now enshrined in the Climate Change Act.

Government announces £100m extension of car scrappage scheme

 

The Government has announced that it is to extend the £300m car scrappage scheme with gives car buyers £2,000 off a new car when they trade in a vehicle over ten years old. Speaking at the Labour Conference Lord Mandelson the Business Secretary announced that an additional £100m would be made available to the scheme, which will still finish by the end of February 2010 at the latest. Meanwhile, France has annnounced plans to extend its national scrappage programme while Germany says that its scheme will end.

Public transport operators call on Government to promote shift to buses to cut CO2

Britain’s biggest bus and coach operators have warned the Government that it risks missing key carbon reduction targets by failing to maximise the potential of buses and coaches to help tackle climate change.

Environment NGOs criticise EU deal on tyre labelling

Groups campaigning for sustainable transport have criticised what they say is a last minute EU deal on a new energy efficiency, safety and noise label for vehicle tyres which they say makes the scheme voluntary and with no clear rules on how the labels should be displayed.

EU divided on methodology for calculating biofuel emissions from indirect land-use change

The European Union is reported to be divided on how to tackle the greenhouse gas emissions resulting from indirect land-use changes caused by biofuel production. The European Commission is planning to hold an official multinational consultation session at the end of this year, and to publish firm proposals on the issue in March 2010.

World carbon emissions set to fall significantly in 2009 - IEA

A new report from the International Energy Agency (IEA) says that global carbon emissions will fall significantly this year. While the bulk of the cuts may be attributed to the recession, the IEA report says that there is solid evidence that the policies of governments around the World are beginning to work. Meanwhile, ENDS reports that provisional data from the European Energy Agency shows that emissions of greenhouse gases in the EU-15 continued their fall for the fourth consecutive year in 2008.

New report investigates how to make low carbon behaviour mainstream

A new report from the 'think tank' ippr investigates how policies, services,  products and communications activities may be better designed in order to encourage lower carbon behaviour amongst the general public. The report begins with the premise that there is a very substantial group of people who are dong very little in response to communications and policies designed to promote behaviour leading to cuts in carbon emissions.

TSB announces winners of £10m EV technology challenge; new initiative on electric recharging

The Technology Strategy Board (TSB) has announced the winners of a £10 million competition for the development of innovative approaches to electric and hybrid vehicle design. In a separate announcement, the Energy Technologies Institute (ETI) has launched an £11m initiative designed to make it easier for drivers to charge plug-in vehicles in a number of major UK cities. Both announcements were made at Low Carbon Vehicles 2009, held at Millbrook Proving Ground.

Electric vehicles to the fore at Frankfurt Show

 

The World's car makers displayed their latest models at the Frankfurt Motor Show this week but most comment and coverage centred on designs incorporating electric and hybrid motors. A number of manufacturers showed new models using the latest lithium-ion batteries. There was was also focus, however, on a new high efficiency petrol engine.

MINI E launches UK public field trials

MINI E UK has invited British drivers based in the South East to participate in field trials by leasing one of 20 electric MINI prototypes. The MINI E is an all electric vehicle powered by the latest generation of lithium-ion battery technology.

Fiat says it has achieved 130g/km fleet average five years early

Fiat Automobiles, a part of the Fiat Group, says that it has already achieved the EU regulatory target of 130g/km set for 2015 because the average CO2 emissions of Fiat cars sold in Europe in the first half of 2009 fell to 129.1g/km. The new figure, which is corroborated by JATO, the leading provider of car industry intelligence, means that Fiat Automobiles is the first mainstream car brand to achieve the 2015 target.

The LowCVP is to run a one-day programme of seminars at the 2010 Sustainabilitylive! Exhibition which runs from 20 to 22 April next year at the NEC in Birmingham. Sustainabilitylive! is host to five leading environmental exhibitions which attracted over 7,000 visitors to the NEC earlier this year.

Government launches £10m Low Carbon Communities Challenge

The Department of Energy and Climate Change (DECC) has launched a £10m competition aimed at local authorities, charities and social enterprises to encourage low carbon initiatives to take place at the community level. The Government says that entries to the Challenge could range from a local biomass plant to retrofitting homes to electric car charge points.
