European Commission announces plans to cut CO2 emissions from vans

The European Commission has announced plans for the introduction of fuel efficiency standards for vans. Under the proposals, the average new van sold in Europe in 2016 should emit 175g CO2/km, representing a 14% reduction in van emissions over nine years. Vehicle makers who fail to hit the target will be liable to pay fines.

Green Fiscal Commission calls for car purchase tax escalator

A leading ‘think tank’ has won support from Lord Turner, Chair of the Committee on Climate Change, and leading politicians in calling for a redesign of the UK’s tax system to better incentivise environmental priorities. Amongst its recommendations, the Green Fiscal Commission (GFC) calls for the introduction of a new car purchase tax starting at £300 and rising annually to £3,300 by 2020.

Mayor announces commitment to buy 1,000 electric vehicles for GLA fleet

The Mayor of London, Boris Johnson, has committed to buy 1,000 electric vehicles for the Greater London Authority’s public fleet by 2015. The move forms part of the Mayor’s draft air quality strategy, Clearing the Air, which will see higher vehicle emission standards and the championing of cycling and walking to work.

Climate Committee says UK must increase rate of carbon reductions to hit legal targets

In its first annual report to Parliament, the Committee on Climate Change (CCC) concludes that the UK will have to increase the pace of emissions reductions in order to meet carbon targets, now a legal obligation under the Climate Change Act. The Committee suggests that new policy approaches may be required in some areas, including a more rapid and widespread roll-out of electric cars and improvements in the efficiency of conventional vehicles.

EU agrees tyre labelling deal

Within three years, all new tyres will have to be accompanied by a label displaying information on fuel efficiency, wet grip and noise performance under new legislation agreed by member states and MEPs on October 1. Under a compromise reached between the European Parliament and member states in the EU Council of Ministers, a label similar to the energy information provided with household appliances will have to accompany tyres distributed from a factory to a shop or a garage from 1 November 2012.

UNEP sustainability panel identifies biofuels risks and opportunities

A United Nations sustainabilty expert panel has published a study which shows that biofuels have the potential to cut greenhouse gas emissions or, under certain circumstances, to be significantly worse than the conventional fuels they replace. Meanwhile, a separate US-study, published in Science, says second-generation or advanced 'cellulosic' biofuels could lead to higher emissions than continuing to burn gasoline.

Transport Secretary launches start of investment in electric recharging in North East England

The Transport Secretary Andrew Adonis has launched the Newcastle Gateshead Advanced Electric Vehicle Infrastructure Programme which aims to see the installation of 750 charging points across the region over the next two years.

Carbon Trust launches £8m 'Challenge' to encourage fuel cells technical breakthrough

The Carbon Trust has launched an £8m "Polymer Fuel Cells Challenge" which aims to hasten the commercialisation of advanced fuel cell technology for both transport and domestic/business uses. The Carbon Trust says that a breakthrough in fuel cell technology could open up a global fuel cell market worth over $180 billion by 2050.

Mazda raises over $1bn in shares sale to fund investment in greener cars

Mazda Motors, the mid-sized Japanese carmaker, said it would raise Y96bn (US$1.1bn) through a sale of new shares and treasury stock to fund development of hybrid cars and other lower carbon vehicles. Mazda said it would increase capital through a public offering of more than 20 percent of its issued shares, according to a Financial Times report.

LowCVP launches low carbon bus microsite

The LowCVP has launched a new website to provide information on low carbon emission buses. The launch of the website - a 'microsite' linked to the LowCVP's main website - is timed to coincide with the introduction of the Government's £30m Green Bus Fund which will provide bus companies and local authorities with the opportunity to compete for funds to support the introduction of hundreds of new, low carbon buses across England. The LowCVP recently collaborated with the Department for Transport to bring news of the Green Bus Fund and changes to the Bus Service Operators Grant (BSOG) to Coach and Bus Live 2009 at Birmingham's NEC.

The LowCVP gives evidence to Energy and Climate Change Select Committee

The LowCVP Managing Director Greg Archer was called to give evidence to the Energy and Climate Change Select Committee on October 21st. The Select Committee also heard from Professor Julia King of Aston University and a LowCVP Board Member, and Stuart Hillmansen of Birmingham University. The session was held as part of the Committee's inquiry into low carbon technologies in a green economy.

Webinar recording: Electric Drive: can we really meet the challenges and embrace the electric car?

The LowCVP hosted its first webinar on 23 October on the challenges involved in the introduction of electric vehicles. This live event, held in association with WhatGreenCar was attended by over 60 people and featured presentations by Paul Nieuwenhuis of Cardiff Business School and Catherine Hutt of the Society of Motor Manufacturers and Traders. It was chaired by the LowCVP Managing Director, Greg Archer, and Ben Lane, Managing Editor of WhatGreenCar. The LowCVP will be running further webinars in the coming months.

International Developments

France to spend €2.5 billion to hasten introduction of electric vehicles

The French government has announced a ten-year, €2.5 billion plan for the introduction of electric vehicles in the country. The Government intends to invest the money in incentives for the production and purchase of electric plug-in vehicles and in the provision of infrastructure. The announcement was followed by the issue of '14 commandments' for the successful introduction of electric vehicles in France by the country's Environment Minister, Jean-Louis Borloo.

Safety and CO2 - 23 November: Can we both tackle climate change and continue to make road transport safer?

This half-day conference is jointly organised by the LowCVP, PACTS (Parliamentary Advisory Council on Transport Safety) and the IMechE. It will look at the carbon reduction and safety agendas in the context of road transport and identify where policy measures and initiatives are complementary and how areas of tension between the two agendas can be most effectively resolved. The event will take place at the IMechE in Central London.

Green Transport area - New for 2010 at Sustainabilitylive!

Sustainabilitylive! 2010, to be held at Birmingham's NEC will include a 'green transport area' for the first time. The area has been created to showcase companies' products and services to fleet and environmental managers. The LowCVP will be running a one-day seminar programme within the green transport area on 20 April - the first day of the three-day show.

Webinar: Applying to the Green Bus Fund

A webinar, hosted by the LowCVP, providing an opportunity to learn more about applying to the DfT's £30m Green Bus Fund and eligibility criteria for support through the Fund. The Fund has been set up by the Government to stimulate orders from bus companies and local authorities for low carbon buses. Jonathan Murray of the LowCVP, Helen Pritchard of the DfT and Neil Fulton of Millbrook will give short presentations and answer questions about the definition of a 'green bus', which buses have been accredited and how to apply to the Green Bus Fund.

SAE World Congress 2010 - Ecollaboration

The SAE 2010 World Congress takes place from  April 13 to 15. Next year's congress has changed format and will be a day shorter, focused on more organised networking and exhibiting will be limited to OEMs and 100 innovative technology companies, selected by a board of the SAE. SAE Congress provides a venue for companies' innovative products or services to be showcased to a qualified audience of reviewers, collaborators, and customers whatever stage of the innovation cycle: whether “testing the water,” “underground development,” or “to market” phase of evolution or launch.

Survey seeks responses about ease of access to CO2 information on car makers' websites

A car buyer survey commissioned by the Energy Saving Trust, Friends of the Earth Europe and We are Futureproof is looking into how easy or difficult it is to locate CO2 emissions data on car makers' websites. The researcher is seeking respondents - who must be over 17 years old and hold a driving licence - to participate in a 10-minute on-line survey. The results of the survey will be presented to DECC and Defra representatives as well as to the LowCVP.

With 28 separate categories the awards will highlight the technologies and innovations that are shaping the energy, transport, environment and industry sectors in the future. The closing date for entries is 31 October 2009.

ASA finds Mercedes guilty of exaggerated green claims

The Advertising Standards Authority has ruled that a press advertisement for Mercedes-Benz vehicles which stated "CO2 emissions for the range are down to 139g/km" was likely to mislead customers and should be withdrawn. The ASA ruled that while certain variants of some models achieved the lowest emissions a number of vehicles in the range had emissions levels that were at the higher end of the emissions bandings used to assess VED.
