Boost for low carbon economy as both Nissan and Ford announce UK auto investment plans

Britain's plans to become a centre for the emerging low carbon automotive industry were boosted with the news this month that Nissan is to build the Leaf electric vehicle at its Sunderland Plant. Meanwhile, the Government has announced financial support for Ford's plans to invest £1.5bn to develop a new generation of clean, low carbon engines and vehicle technologies.

Budget 2010: Government launches £2bn Green Investment Bank; staggers fuel duty rise

The Chancellor of the Exchequer has announced that the Government will set up a Green Investment Bank with a mandate to invest in low carbon infrastructure. Also in the 2010 Budget was the introduction of a tax incentive to encourage the introduction of ultra-low carbon cars and a delay in the introduction of fuel duty increases. The Budget preceded an announcement by the Department for Transport of further details of how £30m committed in the PBR will be spent to encourage low carbon transport.

Government announces Green Bus Fund 2 and details of £30m spending on low carbon transport

Following the Budget, the Department for Transport has announced details of £30m Government funding through the Strategic Investment Fund (SIF) to support the introduction of greener buses, cleaner fuels and the introduction of ultra-low carbon vehicles. The announcement provides more details of spending which was originally committed in last year's Pre-Budget Report.

London establishes UK's largest EV and charging point procurement frameworks

Transport for London has announced the establishment of a procurement framework worth over £70m to hasten the delivery of electric vehicles and charging points. The Mayor of London plans to order 1,000 electric vehicles for the GLA fleet and to secure the installation of 8,500 charging points.

Commission invited to produce action plan for low carbon vehicles

The European Competitiveness Council has invited the European Commission to produce an action plan for clean and energy efficient vehicles. EU ministers indicated that any plan should encourage the development of a European infrastructure for new mobility technologies and in particular for battery recharging. The plan is due to be published in May.

EU to propose harmonised CO2 tax rates on fuels

The EU's new taxation commissioner, Algirdas Šemeta, is to propose harmonising minimum CO2 tax rates on fuels in Europe. The proposal would overhaul the EU's existing energy taxation directive to bring it into line with the bloc's environmental priorities.

DfT sets out delivery plan for cutting road transport carbon

The Department for Transport has published a carbon reduction delivery plan which sets out how the Government aims to deliver on its earlier strategy - Low Carbon Transport: a Greener Future - which was published in July 2009. The Department has also published a climate change adaptation plan for transport setting out how the UK's transport system will be prepared to adapt to future climate change. The DfT's publications appear alonside similar documents from other major government departments.

New report flags up critical decade ahead

A new report published by the Energy Research Partnership (ERP) has concluded that the next 10 years will be vital as the UK strives to achieve the long-term target of a secure, affordable and low carbon energy system. The report sets out how and when selected new energy technologies are expected to develop and what the implications of their deployment could be on the UK energy system.

EC project finds transport must cut emissions 50-80% to meet overall 2050 target

If the EU is to meet its overall target of cutting total greenhouse gas (GHG) emissions 80% by 2050 then transport must reduce its emissions by 50-80% according to a report based on a project set up by the European Commission to look at GHG emission reduction scenarios. Even the most ambitious scenario developed so far would deliver a reduction of less than 60% by 2050.

EC report says biofuel policy will raise crop prices

A newly released report from the European Commission's Joint Research Centre (JRC) says that EU biofuel policy could lead to a 6.5% increase in crop prices in Europe, assuming a 7% share of biofuels in transport by 2020. Meanwhile, an impact assessment by the EC's trade directorate highlights the risk to biofuel sustainability and environmental damage through the impact of indirect land use change (ILUC).

UK new car average CO2 emissions fell by record 5.4% in 2009

Average CO2 emissions from new cars sold in the UK fell by 5.4% to 149.5g/km in 2009, compared with 2008. Average emissions in 2009 were 21.2% below 1997 levels. The Society of Motor Manufacturers and Traders (SMMT) which issued the figures and accompanying report said that the downward trend in emissions was boosted by the impact of the recession and the Government's scrappage incentive scheme.

Government launches consultation on European proposals for vans and CO2 regulation

The Department for Transport has opened a consultation and published an accompanying impact assessment on the EC proposal for a regulation of the CO2 emissions of new vans. Meanwhile, discussions have begun within the European Parliament on the proposed regulation.

Defra consults on green claims in advertising while industry bodies launch new codes

Defra has opened a consultation to seek feedback on the update to Defra's Guidance on Green Claims that promotes the use of clear, accurate and relevant environmental claims on products, services or in marketing and advertising. Meanwhile, advertising trade bodies CAP and BCAP have launched new advertising codes which include some new guidance on environmental claims in advertising.

ETI launches £4.5m projects to research pathways to mass market electric vehicles

The Energy Technologies Institute (ETI) has launched three major research projects to develop pathways to a sustainable mass market for electric (EV) and plug-in hybrid electric (PHEV) vehicles. These are intended to enable the ETI to determine the potential size of the long-term mass market, evaluate the feasibility of potential routes to mass market deployment. and inform driver incentive strategies.

Transport minister Norman Baker to give keynote speech at the LowCVP Conference - 14-15 July, Twickenham Stadium

Transport minister Norman Baker will give his - and the new coalition government's - first major speech on environmental and low carbon transport at the LowCVP Conference at Twickenham Stadium on Wednesday 14 July. The LibDem minister will be the opening speaker at the Conference which will be the LowCVP's biggest and most wide-ranging yet with over 40 leading speakers, exhibitions, launches and competition announcements. Delegates at the Conference can also enjoy reduced price attendance at the LowCVP's first Awards Dinner - in association with the WhatCar? Green Awards - on 14 July.

The LowCVP welcomed around 100 members of the investment and automotive development communities to an event held at Plaisterers' Hall in London on March 23rd. The event was intended to focus attention on the opportunities available to investors in the low carbon automotive sector.

The LowCVP is collaborating in the publication of a supplement to appear in The Guardian newspaper during May 2010 on the subject of low carbon transport. 'Green Transport', a 16-page guide to greener motoring, is being produced by Lyonsdown in association with the LowCVP and the Chartered Institute of Logistics and Transport.

International Developments

Leading Japanese companies to collaborate on common system for EV-recharging  

Toyota, Nissan, Mitsubishi Motors and Fuji Heavy Industries have linked up with Japan's largest utility firm Tokyo Electric Power Company and 153 other companies from around the World to work towards agreement on a common system to recharge electric cars. Meanwhile, the United Nations Economic Commission for Europe (UNECE) has adopted the first international safety regulation on safety of both fully electric and hybrid cars.

Technology Challenge winners video presentations now available on-line

Video presentations from the winning entrants to the LowCVP's recent Technology Challenge are now available via the website. Six small businesses at the leading edge of low carbon innovation in the automotive sector were given the opportunity to meet senior executives from global car companies at a LowCVP event chaired by Richard Parry-Jones, co-chair of the Automotive Council.

CBI calls for eco-driving to be included in driving test

The employers' organisation the Confederation of British Industry (CBI) has called for mandatory energy efficiency testing as part of the driving test. Smooth driving and the avoidance of sharp braking or acceleration can reduce fuel use by 5-10% and save drivers £200-250 a year, according to the report, Tackling Climate Change closer to home.
