Budget 2010 confirms creation of Green Investment Bank, raises VAT

The June 2010 Budget introduced by the Coalition Government confirmed the creation of a Green Investment Bank. There were no new announcement of fuel tax increases, though next January's VAT rise from 17.5% to 20% will impact on pump prices across the board. The Budget also confirmed the previous Government's commitment to reform company car tax and that enhanced capital allowances for the purchase of zero carbon goods vehicles will apply from April 2010.

Policy Developments

Scottish Government announces £4.3m low carbon vehicle funding boost

The Government of Scotland has announced a series of measures aimed at promoting the use of lower carbon vehicles in the country's local councils and public sector bodies. The First Minister, Alex Salmond, announced the £4.3 million scheme at a Holyrood conference on Scotland's climate change abatement targets, "Delivering on 2020". The scheme will provide funding to meet the difference in cost between an electric car or van and its petrol or diesel equivalent.

Black carbon emissions should be cut but are not a climate 'quick fix' solution

A senior EU official has told the European Parliament that reducing emissions of black carbon, or soot, should be pursued as a 'no regret' policy of benefit to both climate and human health but that it should not distract from cutting CO2.

Cable says motor industry can not rely on future Government funding but confirms support for Nissan, Ford

The Business Secretary Vince Cable says that the motor industry can no longer rely on support from Government to develop new low carbon products, such as that offered by the last Labour administration. The Coalition Government has, however, recently confirmed it will honour a £20m grant to support Nissan's EV production in Sunderland, a £360m loan guarantee for a Ford investment at Bridgend and a £270m offer to General Motors.

EC announces proposals to ensure electric vehicles brought to market are safe

The European Commission has proposed that electric cars placed on the European market are safe and that consumers are protected against direct contacts with parts of the car under voltage. These measures will speed up the introduction of safe electric cars on European roads which have strong potential for reducing CO2 emissions. The Commission also proposed today to drastically reduce European legislation on car type approval by ending the duality between EC Directives and UNECE Regulations.

European Commission announces plans for systems to certify sustainable biofuels

The European Commission has called on industry, governments and NGOs to set up certification schemes for all types of biofuels, including those imported into the EU. The schemes will have to be recognised by the Commission which says that these will implement the EU's requirements that biofuels must deliver substantial reductions in greenhouse gas emissions and should not come from forests, wetlands and nature protection areas. The rules for certification schemes are part of a set of guidelines explaining how the Renewable Energy Directive, coming into effect in December 2010, should be implemented.

Transport minister Norman Baker to give keynote speech at the LowCVP Conference - 14-15 July, Twickenham Stadium

Transport minister Norman Baker will give his - and the new coalition government's - first major speech on environmental and low carbon transport at the LowCVP Conference at Twickenham Stadium on Wednesday 14 July. The LibDem minister will be the opening speaker at the Conference which will be the LowCVP's biggest and most wide-ranging yet with over 40 leading speakers, exhibitions, launches and competition announcements. Downsizing van engines could cut van CO2 emissions by 16% - report

A new report by CE Delft and TNO says that downsizing van engines to their 1997 power levels could cut their CO2 emissions by up to 16%. For comparison, the EC's proposals for a 175g/km limit represent a 14% cut.

TSB announces new research into UK automotive supply capabilities

A new report undertaken by Ricardo and commissioned by the Technology Strategy Board (TSB) outlines the current capabilities of the UK's automotive industry. The report is intended to act as a basis from which business can make informed decisions about developments in the sector. The report, requested by the New Automotive Innovation and Growth Team (NAIGT), is aimed at assisting UK business to take greater advantage of the market opportunities brought about by the development of low carbon vehicles.

New LowCVP/NNFCC report provides a guide to sustainable biofuels pathways

A new report prepared by the LowCVP and the National Non-Food Crops Centre (NNFCC) aims to offer a simple guide to the pathways available for the production of biofuels for transport. The report, funded by DECC, is intended to help strategic planners and policy makers in their decision making with regard to the future of biofuels in the UK.

Cross-Europe study on consumer information on fuel economy and CO2 emissions in new passenger cars published by EU

A detailed study on the availability and use of CO2 and fuel economy information available on new cars across Europe has been published by the European Union. The study includes cross-country comparisons of consumer labelling of cars and otherwise compares member state responses to the European Directive relating to the availability of consumer information in this context.

Toyota and EDF launch major UK trial of plug-in Prius

Toyota and EDF Energy have launched a three-year leasing programme to demonstrate the use of 20 ultra-low emission plug-in hybrid vehicles in London. The fleet trial is part of the Technology Strategy Board's Ultra Low Carbon Vehicle Demonstrator Programme, with funding support from the UK Government, through the Office for Low Emission Vehicles (OLEV).

Toyota announces start of first mass produced hybrid car in Europe at Burnaston

The Business Secretary Vince Cable has launched production of Toyota's hybrid Auris at the company's Burnaston plant in Derby. The Auris Hybrid is the first mass-produced fully hybrid vehicle in Europe and has the first hybrid engine to be made outside of Japan, which is manufactured at Toyota’s Deeside plant in North Wales.

Leading car makers show new car CO2 savings in latest sustainability reports

Recent corporate sustainability reports show leading car makers are making progress in cutting CO2 emissions. Ford says it has reduced the CO2 emissions of its fleet by 6 per cent in Europe over the last year according to its 2009/10 report and claims to be on track to cut emissions by 30% by 2020 for US and European models. Peugeot Citroen, meanwhile, cut average new vehicle emissions from 140.1g/km in 2008 to 135.8g in 2009 while Daimler Group also reported a cut from 173g/km to 160g over the same period.

Bridgestone Brighton to London Eco-Rally, 7 July - discounts for LowCVP members

This year's event will involve major car brands, well-known celebrities and politicians.
