Zemo announces work programme for 2024-5 to augment preparation of decarbonisation delivery roadmap

Following consultation with members and stakeholders, Zemo has announced a work programme for 2024-5. The work programme will augment the activities of Zemo's working groups as they collaborate to provide input to the planned transport decarbonisation delivery roadmap, to be published this autumn.
The work programme will be delivered under the auspices of Zemo's five sectoral working groups: Passenger Cars; Commercial Vehicles; Buses & Coaches; Fuels and Energy Infrastructure. In addition, a new Welsh Stakeholder Working Group will oversee the delivery of the Wales Commercial Vehicle Decarbonisation ProgrammeThere are also cross-cutting initiatives for which specialist teams from the various working groups are likely to be convened.
While the new Council for Net Zero Transport will help set the general course, it is the vital task of Zemo’s membership to determine the ‘nuts and bolts’ of the decarbonisation transition and also inform the roadmap to UK road transport decarbonisation.
As in previous years, each of Zemo’s working groups will also focus on a number of key projects.
Commercial vehicles will be an important focus this year, with Zemo's work to support the development of a strategy for the Welsh Government, a centrepiece in this sector. Otherwise, the CV Working Group will be working on initiatives to stimulate the supply of zero emission commercial vehicles in the wider UK.
Zemo has an excellent track record on buses where the UK leads other nations on many measures. However, we need to make more progress on the coach sector and also focus on how to maximise the use of charging assets for bus & coach fleets.
With any technology transition like this one, it’s critical that users are taken on the journey. The circulation of misinformation (in some cases, perhaps, deliberate disinformation) certainly isn’t helping. So, parts of Zemo's work programme in the passenger car area will focus on consumer education and engagement. We’re well aware, too, that uncertainty and misinformation isn’t confined to consumer markets and that there’s also work to be done in providing better information to commercial vehicle users, operators and involved stakeholders.
In the fuels area, Zemo's work programme will continue to focus on encouraging uptake of renewable high-blend fuels, where electrification is not yet an option, as well as further developing Zemo’s highly successful Renewable Fuels Assurance Scheme to make sure operators have the information they need to make the right decisions.
Developing the UK’s recharging infrastructure is clearly one of the keys to unlocking a successful transition. This year, we plan to build on the work of the Zemo-convened Electric Vehicle Energy Taskforce to focus on areas where progress most needs to be made. As one component of this, Zemo's work programme will be looking at ways we can support local authorities in developing public charging, and also in helping to ensure that the infrastructure introduced is accessible to, and useable by, all.
Cross-cutting themes will focus on continuing to embed life-cycle analysis as a policy tool and – as a complement to Zemo's primary focus on supply-side measures – we're also aiming to look at decarbonisation opportunities arising from a reduction of transport demand.
